Confederation

A compact, or union, formed between sovereign states, usually for the purposes of common defense and conducting foreign affairs. The first national government of the United States was a confederation under a constitution drafted in 1777 and officially ratified in 1781. These Articles of Confederation became defunct when the states ratified a new federal constitution in 1788.
